Charles Richard Hoare was born on 14 December 1813, the eldest son of the Venerable Charles James Hoare, for many years the Vicar of Godstone, near Reigate, and from 1849 the Archdeacon of Surrey. His grandfather was Henry Hoare, the eminent banker of Fleet Street.

He appears on the 1861 census, a ‘Barrister-at-Law’ living with his parents at Godstone Vicerage. Also present on the night of the census was his wife, Emma, born at Chatham in Kent in or about 1826.

His wife was formerly Miss Emma Georgina Mansel, daughter of Colonel John Mansel and Louisa Pleydell. The couple were married on 14 April 1852.

Charles Richard Hoare died, aged 57, on 8 January 1871 at 40 Orsett Terrace, Hyde Park. He was buried on 14 January 1871 at St Nicholas's Church in Godstone, Surrey. He left effects valued at £8000.
