This is possibly Henry Arthur White of the Royal Engineers, the only Lieutenant-Colonel White listed in Hart's Army List at the time this portrait was taken.

On 8 March 1843, at Bytown in Canada, a Lieutenant Henry Arthur White of the Royal Engineers married Catharine Whitley, 2nd daughter of Captain William Gibson, late of Her Majesty's 32nd Regiment.
