John Charles Burton Borough was the Lord of the Manor of Chetwynd in Shropshire. 

Born on 30 January 1810, he was the only son of Thomas Borough (formerly Borrow). He was educated at Christ Church, Oxford (BA, 1832) and appears to have studied law at the Inner Temple but was never called to the Bar. 

On 11 July 1848 at St James's Church in Piccadilly he married Elizabeth Charlotte, only daughter of Admiral Roberts-Gawen. Their marriage produced three sons and one daughter. 

John Charles Burton Borough died, aged 84, on 27 November 1894 at Chetwynd Hall. He left an estate valued at £38,114.  

According to his obituary (Derbyshire Advertiser and Journal, 7 December 1894): 'Chetwynd Hall stands in a park of particularly picturesque beauty. Its structural condition is the same as it was 200 years ago. Originally the ancient parish church adjoined, but it was taken down some years since and a beautiful new edifice and rectory built on the other side of the highway leading to Market Drayton. The deceased gentleman had been a great benefactor to the town of Newport, his own parish, and beyond.'
